We have received reports of minors using a mixture of substances to make what is termed as Kopen – Min of Health

The Ministry of Health is concerned after receiving reports of minors using a mixture of substances to make what is termed as Kopen or locally as ‘FlipFlop’. The Ministry says this consists of ground suki mixed with turpentine or rum and is normally placed between the lower lip and teeth, therefore slowing oozing out its juices causing a dizzy sensation.

They say there are regional concerns relating to Kopen use in minors after news surfaced of its use by a large number of school students in the Solomon islands.

The Ministry is concerned that Kopen can be considered a substitute to marijuana for minors, not only here in Fiji but all over the Pacific.

They say that while the substances used for the Kopen are not legally restricted for adults, the distribution and sale of suki (which is a main ingredient for Kopen) to minors is a growing concern.

According to the Tobacco Control Act 2010, Section 13 states that a person must not sell or supply any tobacco product or e-cigarette to a person under the age of 18 years or purchase a tobacco product or e-cigarette for the use of a person under the age of 18 years.

The Ministry of Health says they will ensure their Tobacco Control Enforcement Officers will increase surveillance, monitoring and visibility on the ground.

They are urging parents to be vigilant and keep a close eye on their children so they do not fall prey to alcohol and substance abuse.
