FRA CEO clarifies that report saying $72m worth of funds unaccounted for by the FRA is incorrect

The Fiji Roads Authority says it would like to clarify the misinformation by some media outlets that $72 million worth of funds is unaccounted for by the FRA, is incorrect.

FRA Chief Executive Officer Johnathan Moore says it is incorrect that they had received $44 million from municipal councils.

Moore says in 2012 they entered into an understanding with all municipal councils delegating some of its functions to each council.

He further says that the Memorandum of Understanding which expired in 2015 required them to reimburse the costs to each council for carrying out the delegated tasks and they all agreed that the councils would pay FRA an annual contribution for council roads maintained by them.

Moore adds that they have not received the contributions owed to them.

He says instead of the funds not being accounted for, the issue is the accounting treatment of council dues.

FRA as a note under contingent assets and liabilities has recorded the municipal council dues in its account as at 31st July 2018.

The CEO says the office of the Auditor General has taken a different view that these contingent assets and liabilities should be recorded in the balance sheet.

Moore says it is in their view that the MOU expired in 2015 and the amounts payable and recoverable may not eventuate.

He says that no comments or clarifications were sought from them before the misinformation was released to the public.

Moore is urging media outlets to act responsibly and practice ethical, fair, transparent and accurate reporting.
